He said the government has several backup plans and called on banks, insurers and energy companies to contribute.

A buoy near Ucluelet, British Columbia, recorded a 17.6-metre wave on 17 November 2020.

The wave was nearly three times as high as the surrounding waves, making it exceptionally large compared with nearby water, though not the tallest ever measured.

Scientists say it likely formed when waves of different sizes and frequencies temporarily combined.

Rogue waves matter because they can threaten ships, offshore structures and, if close enough to shore, people on beaches.

The DEA has proposed emergency restrictions on four kratom-linked substances found in some concentrated products.

The proposal would place the substances in Schedule I, the federal category for drugs considered to have a high potential for abuse and no accepted medical use in the United States.

Kratom comes from a tree native to Southeast Asia and is sold in the United States in products such as powders, capsules and liquids.

It is marketed for pain relief and other uses, but as an herbal supplement it does not face the same safety testing rules as prescription medicines.
