Wolff rejects F1 spending proposal but warns of engineering talent losses
Williams team principal James Vowles proposed letting lower-ranked teams spend more on factory upgrades.
Toto Wolff rejected that approach, comparing it to rules that adjust performance based on results.
But he warned that limits on team pay could drive experienced engineers to better-paid jobs elsewhere.
He wants a salary allowance in the cost cap to help F1 keep talent.
