KPU and Bawaslu commissioners reported over 2023 election rule
Themis Indonesia and the Dewi Keadilan Foundation have complained to Indonesia’s election ethics council, the DKPP, about all commissioners of the KPU and Bawaslu.
The complaint concerns how the KPU issued a 2023 rule on candidates for president and vice-president ahead of the 2024 election.
The groups allege that a provision was added during final harmonization, although it was not included in earlier public consultations or hearings.
The provision says that some candidates without proof of finishing high school abroad can qualify if they have proof of a university degree.
It drew attention in challenges over Gibran Rakabuming Raka’s vice-presidential candidacy.
The groups also allege that Bawaslu failed to oversee the provision’s application.
The DKPP says it will check the complaint’s paperwork and substance, then proceed under its rules.
Themis Indonesia and Yayasan Dewi Keadilan reported all KPU and Bawaslu commissioners to the election-organiser ethics council over the issuance of a 2023 election regulation.
They allege that a provision on education requirements for presidential and vice-presidential candidates was added after public consultation and hearings.
The complainants also accuse Bawaslu of failing to investigate the provision’s application.
The ethics council said it had received the complaint and would verify it under its procedures.
The disputed provision was cited in a challenge concerning Gibran Rakabuming Raka’s eligibility to run for vice-president in the 2024 election.

The Constitutional Court ruled in a presidential election dispute that the applicants lacked legal standing and that it could not disqualify Gibran Rakabuming Raka.
Themis Indonesia and Yayasan Dewi Keadilan submitted their complaint to the DKPP.
DKPP chair Heddy Lugito said the council had received the complaint and would follow up.
