Delhi’s Draft 2047 Plan Expands Slum Rehabilitation Incentives
Delhi wants to rebuild or improve housing in its slum areas.
A new draft plan would let private companies build taller buildings there.
The companies could also sell a larger part of the land to help pay for the new homes.
The plan says eligible residents should receive homes at the same site whenever possible.
If that is not practical, residents could be moved to other suitable housing.
Some areas may instead receive better services without being completely rebuilt.
Delhi has about 750 slums, but only two rehabilitation projects have been completed so far.
The changes are intended to make private developers more willing to participate.
The draft Master Plan for Delhi-2047 would allow developers to build high-rises on slum land under a public-private partnership model.
The permitted Floor Area Ratio for both rehabilitation and commercial construction would increase to 500.
Developers could commercially sell up to 60% of the land, while the minimum rehabilitation share would fall to 40%.
Recent amendments make residents of units existing on or before January 1, 2025, eligible for rehabilitation flats.
Only two in-situ projects, in Ashok Vihar and Kalkaji, have been completed, providing about 4,700 flats.
