HMDA to issue TDR certificates for infrastructure land acquisition
A city authority called HMDA is building big roads and bridges in Hyderabad.
When they take people's land for these projects, they don't always pay money.
Instead, they give a special paper called a TDR certificate.
This certificate lets the property owner build extra floors on another piece of land.
Owners can also sell the certificate to builders.
Earlier, city corporations gave out these certificates themselves.
Now HMDA will issue them directly to keep the process simple and correct.
The rule covers certain areas of Hyderabad and the Secunderabad Cantonment.
For land owned by the Defence forces, land is swapped with land instead of giving certificates.
The certificates can be used anywhere in the HMDA region.
The MA&UD department ordered that the HMDA will issue Transferable Development Rights (TDR) certificates for land acquired for its infrastructure projects, replacing the earlier practice of municipal corporations issuing them.
The new regime applies to projects in the Core Urban Region of Economy (CURE), the Peripheral Urban Regulated Ecosystem (PURE) region and lands falling within the Secunderabad Cantonment area.
HMDA's major projects include a 5.4-km elevated corridor from Paradise Junction to Dairy Farm Road (NH-44) and an 18.14-km elevated corridor from Paradise to the Outer Ring Road near Shamirpet.
TDRs will not be issued for Defence land; instead, land will be provided in lieu of land.
TDR certificates provide property owners additional built-up area, can be sold to developers, and TDRs issued by the HMDA can be utilised anywhere in the HMDA region.
