A city authority called HMDA is building big roads and bridges in Hyderabad.

When they take people's land for these projects, they don't always pay money.

Instead, they give a special paper called a TDR certificate.

This certificate lets the property owner build extra floors on another piece of land.

Owners can also sell the certificate to builders.

Earlier, city corporations gave out these certificates themselves.

Now HMDA will issue them directly to keep the process simple and correct.

The rule covers certain areas of Hyderabad and the Secunderabad Cantonment.

For land owned by the Defence forces, land is swapped with land instead of giving certificates.

The certificates can be used anywhere in the HMDA region.
