The government gave a group called HMDA the power to issue these certificates.

Before, there were different rules for different areas, but now there is one uniform policy.

The new rules cover areas like Secunderabad Cantonment and other zones around Hyderabad.

Anyone with a TDR certificate from HMDA can use it anywhere in HMDA's area.

The whole process of getting a TDR certificate will happen online so it is clear and transparent.

The government will also update its computer system, called BuildNow, to handle these certificates.

The new rules start as soon as they are printed in the official Telangana Gazette.
