UPN and PP agree to contest Spain’s November election together in Navarra
Navarra’s UPN and Spain’s PP have agreed to run together in the November 29 general election.
The coalition aims to win more votes than the Socialist Party in Navarra, where the parties previously competed separately.
Their agreement also backs removing a constitutional provision that allows Navarra to join the Basque Country through an exceptional process.
That process would require a proposal from Navarra’s government and approval in a referendum.
Changing the provision would require a future reform of Spain’s Constitution, and the parties also support Navarra’s historic self-government arrangement.
They have agreed to promote investments in major infrastructure, including a rail link, a canal project and Pamplona airport.
UPN’s political council still has to confirm the agreement.

The parties say their aim is to win more votes than the Spanish Socialist Workers’ Party in Navarra.
The agreement includes support for removing a constitutional provision that allows a route for Navarra to join the Basque Country.
