A special police-style department called Vigilance has finished checking something naughty that happened in a city called Kakinada.

They found that a former leader, who used to be a member of the state assembly, and some city office workers did not follow the rules.

The city had to buy private land so a power company could build a big electricity station and waste facilities.

To pay the landowners, the city gave them special paper certificates called TDR bonds.

The Vigilance team says these certificates were given out wrongly and without proper public announcements.

They say fake file numbers were used to hide the mistakes.

The team also says the city could have rented the land cheaply from the port authority instead, saving lots of government money.

Even after a year and a half, nothing has been built on the land.

The checkers say the leader should be punished under the law and the workers should face action for not doing their jobs properly.
