Chief Minister Nara Chandrababu Naidu ordered all departments to shift completely to online file management within a month.
He directed officials to clear files faster and announced 360-degree assessments of IAS officers using stakeholder feedback.
Collectors must visit villages four times, while MLAs and mandal-level officials were told to spend more time in the field.
Naidu said 232 long-pending land cases involving about Rs 5,000 crore and 31,000 acres had been settled.
The state will expand artificial intelligence, skills, rooftop solar and digital systems across administration and public services.
