Maharashtra Introduces Performance Rating System for Infrastructure Contractors
The government of Maharashtra has made a new rule for big building projects.
The rule applies to projects that cost ₹500 crore or more, like roads, metros, and other large works.
Companies that build these projects will now be checked and given points.
They can earn up to 100 points in total.
Doing quality work is worth 60 points, finishing on time is worth 30 points, and keeping the work in good shape afterwards is worth 10 points.
Companies with more than 80 points are called 'Green' and get normal treatment in tenders.
Companies with 60 to 80 points are called 'Yellow' and must pay extra security money.
Companies with less than 60 points are called 'Red' and cannot take part in new projects at all.
Companies will also need a special Performance Certificate to prove their past work is good.
The rule is meant to reward good builders and stop poorly performing ones from getting government contracts.
Maharashtra's Public Works Department introduced the Contractor Performance Assessment and Rating (PAR) Framework for major infrastructure projects.
The framework applies to upcoming tenders worth ₹500 crore or more floated by government departments, statutory bodies, and authorities across the state.
A valid Performance Certificate, issued by an officer of Chief Engineer rank or above and valid for 12 months, will be mandatory for bidders.
Contractors are scored out of 100 marks, with quality of work worth 60, timely completion worth 30, and maintenance or overall performance worth 10.
Green-rated contractors (above 80) face normal conditions, Yellow-rated (60-80) must provide security at 1.10 times the rate, and Red-rated (below 60) are disqualified from tenders.
