Turkey had the OECD’s highest share of young people outside work and education in 2025
In 2025, 27.12% of people ages 15 to 29 in Turkey were not working or in education or training, the highest share among OECD member countries.
The OECD average was 12.9%.
For ages 15 to 24, Turkey ranked second, behind Colombia.
Turkish statistics show that 23.3% of people in this younger age group were neither employed nor in education in 2025, up from 22.9% the year before.
The share was 30.9% among young women and 16.3% among young men.
Youth unemployment fell from 16.3% to 15.3%, but unemployment counts only people without work who are seeking and available for a job.
The broader measure also includes young people outside the labor force who are not studying or training, so the figures show why unemployment alone does not capture how many young people are disconnected from work and education.
