India caps individual voter objections to 10 Form 7 applications
India’s Election Commission has limited how many Form 7 applications an individual voter can file to challenge a name on the electoral roll or seek its removal.
During the claims-and-objections period, one voter may file no more than 10 forms; during continuous updates, the limit is five per month.
The new caps apply to both online and paper applications.
Until now, there was no set limit for an individual’s paper forms, and officials said bulk submissions were creating extra work and could inconvenience voters whose names were challenged.
The change follows reports of large batches of objections in several states, including allegations of attempted misuse.
Form 7 objections must be made by someone registered in the same constituency as the person whose entry is challenged.
Electoral registration officers must check applicants’ details and signatures, notify and hear the objector, and act against false or fabricated complaints.
During the special revision, political parties’ booth-level agents remain subject to separate limits of 50 forms a day before draft rolls are published and 10 a day afterward.
The Election Commission of India capped individual electors’ Form 7 applications at 10 during a claims-and-objections period and five per month during continuous updates to electoral rolls.
The new limits apply to both online and physical submissions.
Form 7 is used to object to a person’s inclusion on the electoral roll or seek deletion of a name, and can be filed only by someone registered in that constituency.
The Commission said bulk objections on unsubstantiated grounds inconvenience the elector whose name is challenged and add to field staff’s workload.
Electoral Registration Officers must check application details and signatures, verify applicants against the electoral roll, and act against false or fabricated complaints.
For the Special Intensive Revision, recognised political parties’ booth-level agents may submit up to 50 forms per day before draft publication and 10 per day afterward.

This story does not have two clearly opposing sides.
the number of physical forms presented in bulk has not been defined and has been left to the judgement of the EROs, which is creating challenges for the field functionaries.
