Spain says none of more than €465 million in illegal gambling fines has been paid
Spain has imposed more than €465 million in fines on illegal online gambling operators over five years, from 2022 through 2026.
The government says none of the fines has been paid.
It told parliament that many operators are based outside Spain, in jurisdictions that do not cooperate, and have opaque company structures.
Their websites, brands and payment systems can also be replaced easily, making it difficult to identify and collect from them.
The government says the fines are meant mainly to protect consumers and the market, rather than raise money.
It says enforcement also involves blocking websites and making it harder for operators to reach Spanish customers, advertise or use payment services.
The government did not set out a new plan or timetable for collecting the unpaid fines.
