Kenyan public universities enroll 28% more state-sponsored students than planned
Kenya’s public universities enrolled 198,567 government-sponsored students in the 2025/2026 financial year, which ended in June 2026.
That was 43,778 more than the government’s target of 154,789.
Total public university enrolment also exceeded projections, reaching 661,832 students against a target of 654,987.
The increase reflects growing demand for university education as the government expands access.
But universities are already struggling to provide enough teaching space, laboratories, accommodation and academic staff.
Several building projects are behind schedule, and the number of adjunct academic staff more than doubled between 2024 and 2025.
More students were placed in universities than planned, so pressure on facilities and staff may continue unless investment keeps pace.
The government’s budget watchdog says higher education will need substantial investment in infrastructure, equipment and people as Kenya implements its new education system.

Overall public university enrolment reached 661,832 by June 30, 2026, exceeding projections by 6,845.
The higher intake is adding pressure to university facilities and academic staffing.
