Andhra Pradesh has changed how building applications are checked.

Each file will now go through three main levels of review.

The officers involved will depend on the size of the site.

Smaller sites will be handled by lower-level planning officials.

Larger sites will require review by more senior officials.

The same process will be used for Occupancy Certificates, which show that a building can be occupied.

The government says the change will reduce waiting times and make responsibilities clearer.

Officials also said inspections and approvals must still follow the required rules and timelines.

Review structure: Building files will pass through Level-1 and Level-2 scrutiny before Level-3 confirmation.
Coverage: The system applies statewide to Nagar Panchayats, municipalities, municipal corporations and urban development authorities.
Smallest category: Sites up to 100 square metres are reviewed by the Ward Planning and Regulatory Secretary at Level-1, with confirmation by a Town Planning Officer or Junior Planning Officer.
Largest category: For sites above 4,000 square metres, excluding high-rise buildings, the Chief City Planner reviews the file and the Commissioner, Vice-Chairperson or Metropolitan Commissioner confirms it.
Occupancy Certificates: The same three-level structure will apply to Occupancy Certificate processing for each site-area category.
Unavailable posts: If a prescribed cadre post is unavailable, the next higher-level officer will exercise the relevant powers.
Stated objective: The government says the reform will balance speed, accountability and supervisory rigour.
