Telangana Introduces Core Urban Region Governance Bill
Telangana has introduced a new law for managing the Hyderabad metropolitan area.
The area includes the Greater Hyderabad, Cyberabad and Malkajgiri corporations.
The government says the old law was written in 1955, when the city was much smaller.
Today, the region has about 1.30 crore people and faces traffic, flooding, pollution and housing problems.
Many different government agencies currently share responsibility for these issues.
The new Bill would make them coordinate and share information.
It would create special groups for traffic, lakes, disasters, climate, heritage and other urban needs.
It would also offer online services, combined bills and new ways to appeal official decisions.
The government says the plan is meant to help Hyderabad grow in a more organized and sustainable way.
Minister D Sridhar Babu introduced the Core Urban Region (Integrated Governance) Bill, 2026, in the Telangana Assembly.
The Bill would replace the 1955 law governing Greater Hyderabad and cover the Core Urban Region’s three corporations.
It proposes coordination among agencies responsible for transport, roads, water, sewerage, lakes, disasters and utilities.
New bodies would address traffic safety, flooding, climate action, heritage, food safety, livelihoods and gender inclusion.
The Bill also mandates digital governance, consolidated billing, modern property-tax reforms and a dedicated appellate authority.
