Farm weather warning service has 5.42% of eligible farms enrolled
South Korea’s early warning service gives farmers weather risk information tailored to their farms and crops.
It can warn of weather-related damage up to nine days ahead and send advice by text or messaging app at no cost to farmers.
As of August this year, 52,778 of the 973,233 eligible farms were enrolled, a rate of 5.42%.
The Rural Development Administration has worked on the service since 2014, with 13.62 billion won in research and development funding budgeted through this year.
The service expanded from 40 cities and counties in 2021 to 167 locations last year, but enrollment has remained low.
Even in the areas with the highest enrollment, fewer than four in 10 eligible farms had signed up, and seven areas had no enrolled farms.
Lawmaker Lee Yang-soo called for investigating why enrollment is low and promoting the service through agricultural insurance programs and local agricultural technology centers.
Only 5.42% of farms eligible for South Korea’s agricultural weather disaster early warning service had enrolled as of August 2026.
The service provides farm- and field-specific weather information, crop disaster risks and response guidance, with warnings available up to nine days ahead.
Of 973,233 eligible farms, 52,778 were enrolled.
The service has no separate cost for participating farmers, and related research and development funding totaled 13.62 billion won through 2026.
Enrollment remained in the single digits even as the service expanded nationwide, according to lawmaker Lee Yang-soo.

What people are saying
We should investigate the reasons for low enrollment despite the budget spent building the system and also work to increase use through programs and institutions farmers actually engage with, such as agricultural disaster insurance and local agricultural technology centers.
