China offers mortgage-interest subsidies as homebuyers avoid new debt
China has announced a subsidy for eligible first-time homebuyers to cover one percentage point of their mortgage interest for up to five years.
Buyers must take out a mortgage within the 12 months after the programme was announced in late September.
The move is part of repeated efforts to revive the country’s prolonged property slump.
But households have been paying down mortgages faster than they take out new ones, and outstanding household mortgage debt had fallen year on year for 13 straight quarters by the end of June.
Home prices have been falling since the market peaked in 2021, making it harder for buyers to justify borrowing to buy a home that may lose value.
Some buyers are choosing to pay in cash or make larger down payments to limit future interest costs.
The subsidy may bring some purchases forward, but it may not lead to a lasting recovery if households remain reluctant to borrow.
China’s new programme will subsidise part of eligible first-time homebuyers’ mortgage interest.
The programme offers a subsidy equal to one percentage point of the loan interest rate for up to five years.
