China proposes faster export process for some civil aviation parts
China’s Commerce Ministry has published draft rules for exports of some goods used in civil aviation, including engines and navigation equipment.
These goods are called dual-use items because they can have both civilian and other uses.
Under the proposal, eligible aviation businesses could register details of certain exports, such as parts sent abroad for repair, and receive an export document without applying for a licence for each shipment.
The rules would cover specified companies and uses, and would also require exporters to report how they use the documents and keep records.
Officials say the system is intended to speed up low-risk shipments while allowing authorities to monitor exports and act on possible risks.
The draft follows changes to China’s export-control licensing rules that took effect in December 2024.
The ministry will consider public feedback, revise the draft and work to issue the rules.
