Ukraine parliament backs bill to speed up state asset sales
Ukraine’s parliament has approved the first reading of a bill to make it easier to sell state-owned assets.
Under current rules, ministries and local authorities must transfer assets to the State Property Fund, but there is no deadline for doing so.
The bill would give them 20 days, and let the fund take over assets if that deadline is missed.
It would also create a state-owned consulting firm to prepare assets for sale, with its fee paid by the buyer if a sale succeeds.
The government has about 3,000 assets, from factories to bakeries, and has said it wants to reduce the number to 100 key enterprises.
Privatization could bring money into the state budget during a severe shortfall, and is also a condition for continued financial support from Western partners.
Parliament could consider the bill’s second reading soon, and it could become law by early December.
Ukraine’s parliament approved the first reading of a bill on Oct. 12 to streamline the sale of state-owned assets.
The bill would require state bodies to transfer assets to the State Property Fund within 20 days.
If an agency misses the deadline, the fund could take over the assets itself.
The proposal would also create a state-owned consulting firm to prepare assets for privatization.
The government aims to raise $295 million through privatization by the end of 2026.
