El Financiero reported that Simón had maximum sustained winds of 195 km/h, gusts of 240 km/h and was moving north at 11 km/h.
The storm was expected to bring heavy to torrential rain to parts of western and southern Mexico, including Guerrero, Michoacán, Colima, Jalisco and Nayarit.
Authorities warned of strong winds, high waves, flooding and landslides, and urged people in vulnerable areas to move to temporary shelters.
President Claudia Sheinbaum said emergency plans and government response teams were active or prepared.
The National Civil Protection Coordination said Simón could strengthen to Category 4 and possibly reach the coasts of Jalisco and Colima on Sunday.
