Spanish companies spend less on worker training than the EU average
A study by the BBVA Foundation and Ivie says Spanish companies lag behind the EU in worker training investment.
Businesses spend 0.18% of labour costs on training, compared with 0.58% across the EU and 1.08% in the Netherlands.
Companies that offer training spend €521 per worker, below the EU average of €782 and the figures for Italy, France and Germany.
The study says Spain’s larger share of small businesses helps explain the gap, since smaller firms invest less.
Adults in Spain take part in formal and non-formal education more often than the EU average, but fewer report informal learning.
In 2024, adult training investment in Spain totalled €18.518 billion, with companies providing just 8.6% of the funding.
Public training support is not fully used, leading the study’s authors to question whether current rules and incentives are effective.

The figures come from a report by the BBVA Foundation and the Valencian Institute of Economic Research.
