China launches five-part plan to raise e-commerce quality
China’s Commerce Ministry and six other government departments have issued a plan to improve the quality of e-commerce.
The plan responds to a national call to develop higher-quality online shopping as China’s large e-commerce market shifts from growth in size to better standards.
It sets out 15 tasks across five areas, including improving platform rules and quality controls, and helping merchants strengthen their operations and brands.
It also aims to make it easier for consumers to find quality goods through online and in-person shopping activities.
Another part focuses on “Silk Road e-commerce,” including building a better environment for online businesses selling abroad and promoting the “Silk Road Cloud Products” brand.
The plan also calls for better industry standards and joint action against disorderly competition.
The Commerce Ministry says it will work with the other departments to put the measures into effect and support higher-quality consumption and e-commerce development.
China’s Ministry of Commerce and six other departments issued a notice on October 10 outlining a “Five Excellence” initiative to improve the quality of e-commerce.
The plan calls on platforms to strengthen quality controls, make platform rules more transparent and protect the rights of merchants and consumers.
It proposes training and services to help small businesses improve quality management, build brands and reach online sales channels.
The notice encourages quality-focused shopping campaigns, integrated online and in-person shopping experiences, and better logistics and consumer guidance.
For cross-border e-commerce, the plan includes product traceability, support for overseas market expansion and promotion of the “Silk Road Cloud Products” brand.
It also calls for developing industry standards, curbing practices such as automatic price matching and “lowest price across the internet” competition, and strengthening industry self-regulation.
