Telangana High Court Issues Directions in Three Separate Cases
The Telangana High Court heard three different matters.
In one, a company said it was unfairly removed from a road-building tender.
The court said any final decision on those bids must wait for its further orders.
In another matter, the court allowed the state education department to file a late appeal, but ordered it to pay ₹25,000.
The court also told officials to find out who caused the delay.
In a third case, the court ordered governments to finish the process for acquiring land used by a defence research centre and pay the people entitled to compensation.
Officials have one week to act and must report back by October 16.
The court warned that responsible officials could face legal action if they do not comply.
The court said decisions on three Radial Road-2 tender packages will remain subject to further orders in a challenge by Sushee Infra and Mining Limited.
Sushee disputed its technical-bid rejection, saying its experience certificate was valid and tender rules required officials to seek clarification.
In a separate case, the court condoned the education department’s 250-day appeal delay but imposed ₹25,000 in costs and ordered officials to be identified.
The court gave state and Union authorities one week to complete acquisition proceedings and arrange compensation for 16.19 acres at Kancha Imarat.
Rangareddy district officials must report compliance by October 16 or may face action under the Contempt of Courts Act.

Petitioner's position
Authorities' position
Radial Road-2 tender disqualification
Petitioner's position
Sushee Infra and Mining Limited argued that its experience certificate was valid, its technical bids were wrongly rejected, and tender rules required the authority to seek clarification about any discrepancy.
Authorities' position
HGCL said the certificate lacked a counter-signature by a superintending engineer. Its counsel told the court that technical and price bids had been opened and an L-1 bidder declared.
Land possession and compensation
Petitioner's position
The petitioner complained that authorities had not complied with court orders to compensate the family for 16.19 acres and sought action for contempt.
Authorities' position
Authorities said handing over the land was not feasible because the DRDO Missile Research Centre conducted missile research there; the government had expressed willingness to acquire it and pay compensation.
