Lee says mechanisms needed to manage North tensions

The leader of South Korea, Lee Jae Myung, gave a speech on a national holiday.

The holiday celebrates when Korea became free from Japanese rule long ago.

In his speech, he said South Korea and North Korea need rules to help them handle their disagreements.

He wants leaders from both countries to talk with each other.

He believes talking can finally end the old war for good.

That would help everyone live more peacefully.
