Police arrested Jammu-based gangster Karanjit Singh in Delhi after searching for him for seven months.
Police said he escaped from an observation home in R S Pura in February.
Two Pakistani inmates allegedly escaped with him after police personnel were attacked.
Those two men were caught within about 20 hours, but Singh stayed missing.
Police said Singh changed locations across several states.
He is wanted in 13 criminal cases, according to police.
Two alleged associates were also arrested.
Police are investigating how a pistol and mobile phone entered the observation home.
Officials said more arrests could follow if others are found to be involved.

Police said Singh escaped from an R S Pura observation home on February 16 with two Pakistani inmates.
The two Pakistani nationals were arrested within about 20 hours, while Singh remained absconding.
Singh is wanted in 13 FIRs involving alleged murder, attempted murder, assault, rioting, intimidation and illegal weapons.
Two alleged associates, Naresh Kumar and Rahul Kumar, were also arrested during the operation.
