Delhi LG directs government to frame official rotation policy
There is a very important leader in Delhi called the Lieutenant Governor, whose name is Taranjit Singh Sandhu.
He helps make sure the government works properly.
He noticed that some government officers stay in the same job for a very long time.
So he asked the Delhi government to make a new rule that moves officers to different jobs regularly.
He also wants officers who have been in the same post for too long to be moved right away.
He wants a fresh list of the most important departments, because some with big money budgets were not on the old list.
He asked for special officers called chief vigilance officers to be placed in all important departments.
These officers will make sure contracts and deals are handled honestly and follow the rules.
Regular meetings will be held to review this work.
The Chief Minister Rekha Gupta also wants officials to be rotated, and now the government has to work on making these changes.
Delhi Lieutenant Governor Taranjit Singh Sandhu directed the Delhi government to formulate a policy for systematic rotation of officials and to transfer those holding the same posts for a longer duration.
The directions were issued during a review of systems, processes and practices prevalent for over a decade, in a meeting with the principal secretary (vigilance).
Sandhu instructed that the list of sensitive departments be reframed, noting some departments with higher financial allocation were excluded while less sensitive ones were included.
The LG directed that chief vigilance officers (CVOs) be immediately posted at all sensitive departments, with standard mechanism and operational guidelines for supervising adherence to Central Vigilance Commission (CVC) guidelines in contracts and tenders.
The directives come two days after an administrative reshuffle of 16 IAS and DANICS officers, while Chief Minister Rekha Gupta has also pushed for systematic rotation, with officials indicating 60-70% of cadre and ex-cadre officials may be transferred.
