The complainant, 38-year-old Mahim resident Vikrant Sharad Acharekar, said he saw the reel on September 1 while at Shivaji Park.
The reel allegedly showed a man dressed like Savarkar performing inappropriate acts and licking black-colored shoes.
The complainant identified the Instagram profiles “marathwada_update_24” and “kyuandkya” in connection with the video.
Police are investigating the reel’s creation, upload and circulation while working to identify those involved.
