The commission allowed the resort to keep Rs 1.5 lakh for booking work and possible losses.

It ordered the resort to return the remaining Rs 8.5 lakh.

The decision was issued on August 18.

This means businesses may not always be allowed to keep an entire advance payment when an event is cancelled.
