Investigators allege Agarwal was pushed from Lohagad Fort on June 18 after an earlier attempted push on June 14 failed.
Police say the accused considered hiring someone, then allegedly planned the killing themselves after studying murder-related material and the Meghalaya honeymoon murder case.
Investigators allege Goyal and Chaudhary scouted locations near Lonavala and chose Lohagad because the death could appear to be an accidental fall.
Police say a fake Instagram account named “Mahi” lured Agarwal to the fort, while digital evidence and statements from more than 100 witnesses were submitted.
