Texas man hit by ICE vehicle says he did not know its alleged target

ICE said agents were pursuing another man, Jose Mendoza-Cervantes, after occupants ran from a pickup truck, and that Parra-Hernandez was not their target.
His lawyer says Parra-Hernandez and the person he had picked up for work did not know Mendoza-Cervantes.
ICE said Parra-Hernandez ran in front of its vehicle, while video described by a local broadcaster shows an unmarked SUV following him and turning toward him in a parking lot.
His representatives say the vehicle had no siren or flashing lights, and that he remains in ICE custody while awaiting more surgery and weeks of recovery.
The Harris County district attorney is investigating what happened.
The incident comes after ICE introduced new traffic-stop rules that require vehicles to have lights and sirens, though officers are not required to use them; the rules also bar officers from chasing vehicles that refuse to stop.
