China issues plan to develop innovation-led industries
China’s Communist Party Central Committee and State Council have issued a plan to develop what the government calls “new quality productive forces.”
The term refers here to growth driven by innovation, advanced technologies and changes to how industries work.
The plan sets out 19 measures across five areas, including scientific research, links between research and industry, and changes to institutions and talent policies.
It calls for breakthroughs in key technologies and for research results to be turned into products and practical uses.
It also seeks to upgrade traditional industries, grow emerging ones and prepare for future industries.
Artificial intelligence is a particular focus, with the plan calling for its wider use in the real economy.
Government departments and local authorities are expected to put the measures into practice.
China’s Communist Party Central Committee and State Council issued an Opinion outlining a policy roadmap for developing new productive forces.
The Opinion sets out 19 measures across five areas, including science and technology, industry, development methods, institutions and talent.
It calls for deeper integration of technological innovation with industrial innovation and for a comprehensive “artificial intelligence+” initiative.
