Several Chinese cities expand housing fund withdrawals

Several cities in China are widening the uses of housing provident funds, which workers can draw on under local rules.

In Nanjing, eligible households can withdraw funds for renovations and property fees; the renovation limit is 1,000 yuan per square metre, up to 150,000 yuan per household.

Property-fee withdrawals in Nanjing are capped at 5,000 yuan a year with an invoice and 1,000 yuan without one.

Suzhou, Nantong and Yancheng have set their own renovation limits, ranging from 150,000 to 300,000 yuan depending on the city and home.

Shenyang has announced nine policy changes, including allowing property fees and related costs such as heating and parking management to count toward a withdrawal of up to 10,000 yuan per household.

That property-fee measure and a renovation withdrawal for eligible buyers of unfinished homes are scheduled to begin on December 1, 2026.

From January 1, 2027, eligible Shenyang homebuyers and their spouses will also be able to make a one-time withdrawal toward a down payment within a year of buying.
