Hundreds of millions of Africans with mobile coverage remain offline
Africa’s effort to connect one billion people by 2030 faces a challenge beyond building networks: getting people to use the internet.
In 2025, about 550 million people, or 36% of Africa’s population, used the internet, compared with 74% worldwide.
About 906 million Africans had mobile broadband coverage where they live but did not use mobile internet, while 122 million lived beyond mobile or fixed connectivity.
The barriers include the cost of a device, limited digital skills, doubts about online services and not seeing enough reason to go online.
Ghana illustrates the gap: 4G coverage reaches 99% of the country, but 57% of people still do not use mobile internet.
In Egypt, most mobile internet use is for communication, social media and entertainment, while use of online banking and government services is lower.
The challenge matters because a signal alone does not ensure people can use digital services for economic or public benefits.
About 906 million Africans live within mobile broadband coverage but do not use mobile internet, according to a joint report by the Partnership for Digital Access in Africa and GSMA Intelligence.
Another 122 million people live in areas without last-mile mobile or fixed connectivity.
In 2025, about 550 million Africans, or 36% of the continent’s population, used the internet, compared with 16% in 2015.
The report identifies device affordability, digital skills, trust and the perceived value of internet use as barriers to wider adoption.
