Indonesia caps ride-hailing platform fees at 8%, prompting consumer warnings

Indonesia has issued a presidential regulation that caps fees charged by digital transport platforms at 8%.

The rule concerns app-based transport services and sets requirements for companies operating them.

The Indonesian Consumers Foundation says the cap must not lead to higher fares, extra charges or lower service quality.

It is also urging the government to involve consumers when it develops further rules on fares.

Transport Minister Dudy Purwaghandi said the government will continue to guide fares and that app companies must set charges fairly and transparently.

Companies must also provide accessible complaint services and respond to complaints within seven days.

Platforms and drivers have up to six months after the rules take effect to adjust agreements, cost and earnings information, receipts and service records.

The government is expected to monitor compliance, while consumer advocates say passenger safety and affordability must be protected.

What people are saying

A policy intended to organize the digital transport ecosystem must not open the way for additional charges, fare increases, or lower service quality that ultimately harm consumers.

We, as the authority responsible for fares, also regulate them, so fares will be one of the references, including for the Ministry of Communication and Digital in regulating goods and food transport.
