Spain starts 120,000 homes a year but completes only 80,000

More homes are being started in Spain, but many fewer are being finished.

That leaves fewer homes ready for people to live in and makes the housing shortage worse.

The Bank of Spain says barriers include a lack of workers, slow urban development and limited land ready for building.

It warns that the gap between homes and households could reach one million by 2028.
