Saudi Arabia issues first beach operator licence for YAM Beach

The Saudi Red Sea Authority has issued Saudi Arabia’s first beach operator licence to Emaar The Economic City.

The licence covers YAM Beach in King Abdullah Economic City.

It applies rules for beach operators that the authority issued in late 2025, using a digital licensing platform for coastal tourism.

Operators must provide basic facilities, including services for people with disabilities, and have certified lifeguards on duty during operating hours.

They must also mark swimming areas, separate them from water-sports areas, prepare safety and evacuation plans, manage waste, monitor water and sand quality, and protect marine habitats and wildlife.

The rules make operators responsible for beach readiness and visitor safety while setting standards for protecting the environment.

The authority says it will continue regulating coastal tourism and supporting investment and new visitor services.
