A buffalo allegedly came in front of Rai's official vehicle as he was returning home after appearing as a witness before a court in Bhagalpur.
The collision caused extensive damage to the front portion of the vehicle.
Khagaria SP Bhanu Pratap Singh said an investigation has been launched and CCTV footage is being examined, while Rai is being treated at a private hospital in Khagaria town.
