A woman who was just passing through gave the gold to a worker at the airport.
The gold was hidden inside socks.
Guards at the Mumbai Airport noticed something strange about the worker.
They stopped him and found four small oval capsules filled with gold dust.
The gold weighed about 1.311 kilograms and was worth about 1.61 crore rupees.
The woman and the worker were arrested.
The woman said she was carrying the gold for someone else, and the worker said he was paid to take it.
Customs officers took the gold and are still investigating who was really behind the smuggling.
Mumbai Airport Customs arrested two people, a Philippine national and a contractual loader, for smuggling gold through the airport.
CISF's crime and intelligence wing intercepted the loader as he received a suspicious item hidden in socks from a transit passenger.
Around 1.311 kg of suspected smuggled gold worth Rs 1.61 crore was recovered in four oval-shaped capsules.
The passenger, who arrived from Dubai and was bound for Bangkok, admitted carrying the gold on someone's behalf.
Officials said the loader admitted receiving the gold for monetary consideration and warned the method could be used to smuggle other contraband.
