Shah to Move Motion to Send FCRA Bill to JPC
In India, there is a special rule called FCRA that controls how people and groups can receive and use money from other countries.
The government wants to change this rule, so it has made a new bill.
A bill is a proposed new law that Parliament discusses before it becomes final.
Home Minister Amit Shah will ask Parliament to send this bill to a special group of lawmakers called a Joint Parliamentary Committee.
People in this group will study the bill carefully and give suggestions.
The group will have 21 members from the Lok Sabha and 10 members from the Rajya Sabha.
Congress leader Mallikarjun Kharge also agreed that the bill should go to this group.
The bill was first presented on March 25, and new FCRA rules were announced on June 22.
The group must finish its report by the first week of the Winter Session in 2026.
Union Home Minister Amit Shah will move a motion in Parliament to refer the Foreign Contribution (Regulation) Amendment Bill, 2026 to a Joint Parliamentary Committee (JPC).
The proposed JPC will consist of 21 members from Lok Sabha and 10 members from Rajya Sabha, with a quorum of one-third of the total membership.
Congress president and Leader of Opposition in Rajya Sabha Mallikarjun Kharge said the bill should be sent to the JPC.
The FCRA Amendment Bill, 2026 was introduced in the Lok Sabha on March 25, and the revised FCRA Rules, 2026 were notified on June 22.
The committee must report to the House by the last day of the first week of the Winter Session 2026.
