Centre Likely to Push FCRA Amendment Bill in Monsoon Session
India has a rule called the Foreign Contribution (Regulation) Act that controls how money from other countries can be given to people and groups in India.
The government wants to change this rule, and may ask Parliament to approve the new version during a special meeting called the Monsoon Session.
The Monsoon Session began on July 20 and is set to end on August 13.
The new version of the rule was first shown to lawmakers in the Lok Sabha on March 25, 2026.
If the change is approved, a special authority called the Designated Authority would take care of foreign money and property when a group loses its registration.
If the group gets its registration back in time, it gets its money back.
If not, the money and property could stay with the Designated Authority.
The new rule also makes the punishment for breaking the law lighter, reducing the longest jail time from five years to one year.
It also says state agencies must ask the Central Government for permission before starting investigations.
Home Minister Amit Shah may lead the discussion about this change in Parliament.
The government is likely to seek the passing of the Foreign Contribution (Regulation) Amendment Bill, 2026 during the Monsoon Session of Parliament.
The Bill, introduced in the Lok Sabha on March 25, 2026, seeks to amend the Foreign Contribution (Regulation) Act, 2010.
Home Minister Amit Shah may reply to or intervene in the debate if the bill is taken up.
A key provision creates a Designated Authority to oversee foreign contributions and assets of organisations whose FCRA registration is cancelled, surrendered or ceases to be valid.
The Bill proposes reducing the maximum imprisonment for violations from five years to one year and requiring state agencies to get prior Central Government approval before investigations.
