Workers have faced shortages of bitumen and other supply problems.

They also had to work carefully around electricity, gas and sewage lines.

Heavy traffic left little room and time for construction.

Many people now spend much longer than expected crossing the area.

Officials are repairing a rain-related problem and adding protection against water.

They say the underpass will be opened only after the remaining work and safety tests are finished.
