India Amends Inter-State Council Rules for Union Territory LGs
India has changed the rules for an important meeting group called the Inter-State Council.
The group includes the prime minister, state chief ministers, some Union Territory representatives, and Union ministers.
The new rules allow certain Union Territory lieutenant governors to join meetings during President’s rule.
This applies to Puducherry, Jammu and Kashmir, and Delhi.
President’s rule is used when the normal constitutional government of a state or Union Territory is not working.
The change was made by President Droupadi Murmu.
It updates a rule written in 1990.
The amendment also keeps the rule allowing a state governor to attend when Article 356 is being used.

The amended rules retain the provision inviting a state governor to council meetings when Article 356 is in force.
