Kerala Name Change Bill Among Four Introduced Amid House Uproar
In India, the biggest group of people who make laws is called the Lok Sabha.
On Monday, the lawmakers were supposed to meet and discuss new rules.
But many of them were shouting and protesting, so it was hard to have a normal meeting.
They were upset about something that happened on July 20, when police broke up a protest by students.
They also wanted the Home Minister, Amit Shah, to come and speak to them.
Even with all the noise, four new bills were presented.
One bill was about changing the name of the state called Kerala.
Another bill was about mines and minerals, and a third was about tribunals, which are special courts.
The person in charge of the meeting had to pause and restart it several times.
The Speaker of the House, Om Birla, was talking to different groups to try to make the meetings run smoothly.
The Question Hour, when leaders answer questions, has not been completed on 16 days so far.
Four bills, including the Kerala (Alteration of Name) Bill, were introduced in the Lok Sabha on Monday amid opposition sloganeering.
Opposition members protested against the July 20 police crackdown on protesting students and demanded the presence of Union Home Minister Amit Shah.
The House was adjourned till 2 pm, and the morning session was adjourned within seconds till 12 noon by acting chairman N K Premachandran.
Law Minister Arjun Ram Meghwal introduced the Tribunals Reforms Bill, while G Kishan Reddy introduced the Mines and Minerals (Development and Regulation) Amendment Bill, which RSP's Premachandran opposed as against the federal structure.
Speaker Om Birla did not chair the House and sources said he is engaged in back-channel parleys to ensure smooth functioning for the remainder of the Monsoon session, ending August 13.
Monday was the 16th day the Question Hour could not be completed, and six of eight bills have been passed without debate this session.
