Government Shelves Constitution Amendment Bill for Chandigarh

In November 2025, the central government decided not to introduce a bill that would have changed the way Chandigarh is governed.

The bill, called the Constitution (131st Amendment) Bill, would have brought Chandigarh under a rule called Article 240.

This rule allows the President to make laws directly for Union Territories without their own elected assemblies.

The idea was opposed by many political parties in Punjab, who were worried it would weaken Punjab's claim over Chandigarh.

The government decided to shelve the bill to avoid these issues and address the opposition from the political parties.
