Ration Card Not Conclusive Proof of Citizenship, ECI Clarifies
The Election Commission is the group that makes sure elections are fair.
It checks who is allowed to vote.
To vote, you must be a citizen of India.
The Commission said that having a ration card does not prove you are a citizen.
A passport or a birth certificate can prove this.
The state of Telangana made a new certificate for families.
The Commission said this new certificate is just like a ration card.
So people cannot use it as a proof document when officials verify the voter list.
But older family member certificates issued before July 25, 2026 are still okay to use.
The Election Commission of India (ECI) said a ration card is not conclusive proof of citizenship, unlike a passport or a birth certificate.
ECI Secretary Navin Kumar conveyed the clarification to the Chief Electoral Officer of Telangana.
Telangana's Family Register Certificate under GO Ms. No. 172, dated July 25, 2026, can only be treated as equivalent to a ration card.
The Family Register Certificate cannot be accepted as a designated document during electoral roll verification under SIR.
Family Member Certificates issued before July 25, 2026 under the old regime (Memo dated 25.06.2013) will be accepted during verification under SIR.
