In the state of Andhra Pradesh in India, important leaders who help make rules met to talk about a new plan for running special shops that sell drinks grown-ups can buy.

A small team of leaders, called a Group of Ministers, looked at different ideas for this new plan.

The leader of the team is a minister named Kollu Ravindra.

Three other ministers joined the meeting from their computers instead of being there in person.

The excise department workers showed how the old plan was working and shared what people thought about the new ideas.

The leaders decided the new ideas were not ready yet, so they asked the workers to fix the plans and bring them back.

If everything goes well, the new plan could start on October 1.

But it will only start then if the state government decides not to keep using the old plan.

The leaders talked about everyone's suggestions for a long time before making their decision.
