A man named Jagtar Singh Hawara has been in prison for a very long time.

In 1995, a bomb blast in Chandigarh killed Beant Singh, who was the leader of Punjab, and 16 other people.

Hawara was first given the death sentence, but later a court changed that to life in prison.

Now, many years later, Hawara's mother is very old and sick.

He wants to leave prison for 10 days to visit her.

When a prisoner is allowed to leave briefly, it is called parole.

The leader of Punjab, Bhagwant Mann, wrote a letter to the Governor asking him to allow the 10 days of parole.

He said it should be granted for kind, caring reasons because of the mother's poor health.

The High Court had earlier told the prison in Delhi to make a decision on Hawara's request.

A group called the Shiromani Akali Dal also asked the Governor to help Hawara see his mother.
