Uruguay Tops Global Retirement Destinations for 2026
A report compared countries as places for people to retire.
Uruguay came first, with a score of 99.90.
The report looked at quality of life, travel and citizenship options, taxes, costs and investment, and administrative processes.
Uruguay was one of only two countries in the top 10 to score at least 75 in every category.
Mauritius came second, and Spain came third.
Costa Rica, Portugal, Paraguay, Latvia, Andorra, Italy and Greece also made the top 10.
The rankings were published in the Global Retirement Report and Index 2026 by Global Citizen Solutions.
Uruguay ranked No. 1 in Global Citizen Solutions’ 2026 Global Retirement Report and Index.
It received an overall score of 99.90, described as near-perfect.
The index combines scores across five weighted pillars: quality of life, mobility and citizenship, tax, cost and investment, and administrative procedure.
Uruguay was one of only two top-10 countries to score at least 75 in every evaluation category.
Mauritius, Spain, Costa Rica, Portugal, Paraguay, Latvia, Andorra, Italy and Greece filled the remaining top-10 spots.
