Agcom fines two firms €822,500 over checks on spoofed caller numbers
Italy’s communications regulator, Agcom, fined Retelit Digital Services €700,000 and Tekmind €122,500.
The regulator said the companies failed to check how call centers used phone numbers assigned to them.
The penalties followed an investigation that began in November 2025 after complaints.
Spoofing happens when callers alter the number shown on a recipient’s phone, making an overseas call appear to come from an Italian number.
Agcom has required operators to filter international calls that display Italian numbers.
In the first eight months of 2026, the filters blocked about 191 million calls from abroad with fake Italian numbers or numbers that did not meet international standards.
After filters were extended to Italian mobile numbers on November 19, 2025, such calls fell by 95%, from 26.8 million to 1.2 million a day.
Unwanted calls have not disappeared, but Agcom says the filters have helped it identify domestic operators and call centers breaking the rules.

The fines total €822,500 and concern controls on numbers that may have been used for caller ID spoofing.
